What Are The Practical Ways We Can Do To Prepare Ourselves For Any Disaster Here In The Philippines?

As the damage wrought by the typhoons Ondoy and Pepeng have shown, Disaster preparedness (I say preparedness because NO ONE can stop a natural calamity from occuring except God) is as important as Disaster response. What can you do as an ordinary citizen to minimize loss to life and property during a disaster?

There are three stages to minimize loss of life and property during a disaster: Before, During and After
    Before:
–People should have discipline with their actions because it does affect calamities one way or the other — deforestation causes more flooding to occur, blocked drainage systems aggravate floods
    – People should always be ready for disasters, you’ll never know when it strikes. Always have a ready supply of canned goods, flashlights and battery operated radio. Do not wait for predictions/forecasts by various agencies. You can never depend on them, and it’s always better to be prepared than sorry.
–Be Observant of Your Surroundings, Read up! Know what are the signs and signals of a certain disaster.
    – Organize Drills to allow the people to know what they need to do in times of various disasters. (Education of People is the Key)
    During
    – Do not Panic, Stay Calm
    – Pray
    – Listen for the latest news and announcements
    – Keep an alert mind, THINK based on the situation. If its a typhoon and flooding is going to occur, go to highland. If its an earthquake, avoid standing near big infrastructures.
    – Think of saving lives and not belongings. Lives and Loved Ones lost can never be replaced, but objects and materialistic things can be.
    After
    – Wait for announcements based on safety concerns
    – If you or your family were affected (ex. Typhoon), do not wait for the help of others, you’ll never know when it will come IF you think that its safe to go down, do so.
    – Allow some time for effects to subside (ex. do no enter your house if you think that it might collapse)
    –THINK
*** In the end, the most important thing is to think about your actions, both in everyday life and during disasters: How will it affect the situation? PRAY. Prayer changes things
    Hope this helps :D

Our family was hit by Ondoy. We are ok now.
We left the place we were renting and have moved to a much higher ground, a place without anu history of flooding (except at street level).
But when pepeng was threatening, we bought all that might be necessary: flashlight, fresh batteries, dried fish and canned goods, rice, an extra tank of LPG, ropes, extra cell phone batteries and we charged them fully, extra “load”, water for drinking and cooking. Plastic bags to keep clothes dry, in case our higher ground turns out to be not high enough.

There are some things you can do.
Check Internet sites for tips. Check survival and camping sites.
Store water several 5 gallon containers with water. Add a teaspoon of chloring bleach to keep it pure. This will be for washing.
Store several containers of distilled water for drinking. Distilled water will keep longer than spring water.
If you have extra money consider a water filter. The First Need water filter by General Ecology is what I have. It will filter hundreds of gallons of water.
Buy lots of extra canned foods. Rotate the supply so it does not get so old. Always maintain a good supply of rice.
Buy several good quality LED flashlights. The LED flashlights will last 10 times longer than regular flashlights. I know I have measured the time. Keep extra fresh batteries.
    Buy rain gear.
Consider buy a tent or a tarp to keep you dry if you need to leave your house. If you buy a tarp you need to test setting it up.
Strap heavy furniture to the walls. In case of an earthquake you do not want it to fall on you.
Pad the inside of cabinet doors and put locks on the outsite. This is also for earthquakes. It will keep the dished in the cabinet and hopefully not broken.
Move or attach heavy items in the house. You do not want items to fall on you.
Fragile unstable items on shelves can be attached with museum wax. it allows item to be lifted yet keeps it stable in an earthquake
Check the roof to be sure it does not blow away. My house has metal rafters attached to concrete wall, roof panels are screwed into the metal rafters. If you have wood beams just sitting on concrete you need to attach the beams to the concrete, and then the beams to the roof rafters. Use screws not nails, as they are more difficult to pull out.
Go camping to test cooking and with what you will be using in a disaster.
Assemble a first aid kit. Do not buy a ready made kit. Make your own. Get a good water proof container to store it all. There are lots of lists of what to have in the kit. Buy the best items you can afford. In a disaster you do not care if you saved 20 pesos on the cheapest item available.
Make a bug-out-bag. This would be a duffle bag, or backpack of stuff you need to stay more comfortable for two days, if you need to leave right away. Keep food, water, first aid kit, flashlight, money, raingear, clothing, etc. in it.
Resupply bug-out-bag if you use food or water from it. One expert would put dry dog food in his kit. No one would eat it unless it was a true emergency.
Keep photos and important papers in one place so you can grab these and dump in the bug-out-bag, and leave. Perhaps a case where there is a warning of a tidal wave.
Keep extra money in small bills in the house. Also keep extra money hidden in the car. The banks will most likely be off line in a disaster.
If you have a car keep a bug-out-bag in the car.
For extreme security consider a metal bunk bed. The upper bed and frame may prevent the walls from crushing you in an earthquake.
Move to a house on higher ground if possible. Flooding in a storm kills more people than the wind.
As you say you cannot prevent disasters. Doing some of this list will make you more comfortable and reduce damage.

Tear down your house of concrete, and replace it with a floating one, anchored by long cable to the ground.
Be ready to cut it loose if the flood level gets higher than anticipated and current gets too strong.
Pad the walls with cork, and have scrap tyres on all sides for extra lift, as well as extra protection in case of collision.
